The Global Hawk needs no surrogate pilot on the ground to guide it and can fly autonomously. It can be configured to monitor communication or other electronic signals in addition to cameras and Hellfire missiles.
The Access 5 program was created to provide unrestricted “file and fly” access to civil airspace, for UAVs, over the United States. It was ostensibly canceled, although industry stakeholders may have revived the program without government funding. Right now, only Global Hawk has that clearance.
