The FCC required that LightSquared create a working group with the GPS community “to address interference concerns regarding GPS and, further, that this [working group] process must be completed to the Commission’s satisfaction before LightSquared commences offering commercial service.”

According to the U.S. GPS Industry Council the WG report says:

“Based on the analysis performed, LightSquared should not be permitted to use the L-Band spectrum for a densely-deployed, non-integrated terrestrial-only network. Such a network would cause unacceptable interference to GPS operations, wiping out an installed base of over 500 million units used in a wide array of public safety, aviation, industrial and consumer applications.

While mitigation techniques utilizing filters were discussed in theory, they could not be tested as part of the WG effort because filters do not exist, even in prototypes. No information considered by the WG demonstrated that any mitigation techniques — other than relocation of the proposed terrestrial network to an alternative band — would be successful.”

The technical working group (TWG) was tasked to investigate and analyze effects of terrestrial L-band transmitters on GPS reception. They say the terrestrial LightSquared signal would devastate services for users of all GPS receivers tested.

The Coalition to Save our GPS hit back against suggestions made by LightSquared last week that the interference issues could be fixed. The Coalition accused LightSquared of negligence and implied that Lightsquared has known about problems with GPS for some time and has tried to mislead the FCC into giving it waivers on how the spectrum could be safely used.

Meanwhile, Harbinger Capital Partners operating chief Peter Jenson has left by “mutual agreement,” an affiliated company said Tuesday in a securities filing. The filing, by Harbinger Group, didn’t name the reason for Mr. Jenson’s departure. Harbinger Group is majority-owned by Harbinger Capital, which is funding Lightsquared.

Mr. Jensen’s departure is the latest in a string of exits at the hedge fund, which became wildly famous after returning more than 100 percent to investors in 2008 from a bet against the subprime mortgage market.
